BEIJING, Feb. 23 (Xinhua) -- The Communist Party of China (CPC) Central Committee has issued its second five-year plan (2018-2022) on the formulation of intra-Party regulations, highlighting the need to improve Party governance capacity.
The move is aimed at creating a complete system of intra-Party regulation by the time the CPC marks its centenary in 2021, and ensuring the CPC's core status in the great cause of socialism with Chinese characteristics in the new era.
"The creation of such regulations should be focused on strengthening overall Party leadership, consolidating the ruling status of the Party, and safeguarding the authority of the Party Constitution," the plan said.
The plan called for further standardizing the establishment and responsibilities of Party organizations, primarily formulating work regulations for the CPC Central Committee, the CPC Central Commission for Discipline Inspection, Party organizations of state-owned enterprises and branches of the CPC.
It also stressed the need to revise regulations on the mandate of delegates to CPC national congresses and various local congresses, as well as elections by CPC grass-roots organizations.
Stressing the importance of improving Party leadership and maintaining competence, the plan called for further promotion of the anti-corruption drive, improving the quality of Party building and ensuring effectiveness.
Efforts should be made to strengthen supervision over Party organizations and cadres, according to the plan.
